According to the Connecticut State Board of Education, a student receiving home instruction is not enrolled in a private school so is not eligible for special education or related services. Most special education instruction teach students at the elementary, middle and secondary levels., though there are some teachers for infants and toddlers. Determining whether each jurisdiction has met the NAEP inclusion goals involves looking at three different inclusion rates—an overall inclusion rate, an inclusion rate for SD students, and an inclusion rate for ELL students. These cuts could also have more subtle consequences: School districts could be reluctant to classify kids with less severe disabilities if they foresee cuts for these programs.
